Micro, Small and Medium Enterprises (MSME) sector has emerged as a highly vibrant and dynamic sector of the Indian economy over the last five decades. MSMEs not only play crucial role in providing large employment opportunities at comparatively lower capital cost than large industries but also help in industrialization of rural & backward areas, thereby, reducing regional imbalances, assuring more equitable distribution of national income and wealth. MSMEs are complementary to large industries as ancillary units and this sector contributes enormously to the socio-economic development of the country.
Ministry of Micro, Small & Medium Enterprises (M/o MSME) envision a vibrant MSME sector by promoting growth and development of the MSME Sector, including Khadi, Village and Coir Industries, in cooperation with concerned Ministries/Departments, State Governments and other Stakeholders, through providing support to existing enterprises and encouraging creation of new enterprises.

The SFURTI scheme will have Nodal Agencies (NAs) which are national level institutions with sectoral expertise in the major sub-sectors of the Traditional Industries. Khadi & Village Industries Commission (KVIC) shall be the NA for Khadi and Village Industry clusters and Coir Board (CB) shall be the NA for Coir based clusters. Coir Board is the Nodal agency of Balussery Coir cluster.

Entrepreneurship Development Institution of India is our Technical Agency. Established national-level institutions, with proven expertise in artisanal and small enterprise cluster development shall be engaged as Technical Agencies (TAs) to provide close handholding and implementation support to the SFURTI clusters.

Technical Business Incubator –NIT Calicut is our Implementing Agency(IA), Implementing Agencies (IAs) Will be non-Government organizations (NGOs), institutions of the Central and State Governments and semi-Government institutions, field functionaries of State and Central Govt., Panchayati Raj institutions (PRIs), etc. with suitable expertise to undertake cluster development. One IA will be assigned for only one cluster.

The purpose of Special Purpose Vehicle (SPV) will be to develop and sustain the cluster after the project implementation period is over. In Balussery, the proposed SPV will function in close guidance of Grameena Charitable Society for grounding the schemes and also to enjoy the benefits as per the advice of EDI under the prescribed norms of Coir Board. The SPV will be the integral part of the project and that should represent all stakeholders, especially the entrepreneurs, as they are the primary stakeholders. The SPV has registered under the Charitable Societies Registration Act 1860:
